Tourism in the Kepulauan Seribu marine tourism oriented according the geographical characteristics that consists of many islands connected by sea and the characteristics of the local community life. The dynamics of marine life as a society can actually be a tourist attraction. But the aspect of security, order and comfort is an important prerequisite in creating an environment conducive to the development of the tourism industry. Threats of comfort and security of tourists can be influenced and caused by various factors. Comfort and security for tourists is one of the factors that determine the decision to make a trip to a tourism destination. Government Kepulauan Seribu District Administration needs to develop a security plan and a sustainable and integrated order that refers to stepping. The methodology in this research using the methodological framework approach the task of planning system integrated and sustainable governance. The results of the study are not conducive, especially cleanliness, order and security have not been formulated mainly due to the role of regent, sub-districts and urban village chief as the manager in a road map of the work program are integrated and sustainable tourism.
